Scientists and policymakers recognize the importance of improving health and health care. The availability of more effective medical therapies, health and nutrition programs, and changes in lifestyles have led to substantial improvements in health over the past century. At the same time, many problems remain, such as the failure of new medical technologies to reach the market, growing disparities in health between the rich and the poor, and the growing difficulty citizens of all countries face in paying for medical care. The state of health, the level of medical care, and the financing of health care vary enormously across the globe. The wide variation in health spending across the globe points to the relative importance of differing financial, cultural, social, and political environments in shaping the ways in which health services are delivered and the diseases of populations are managed. Clearly, these differences in health and in the systems delivering health care will have substantial consequences for political economy studies of the global health care market. Consumers demand better health; health care providers seek to be compensated for their services, whereas government and other intermediaries use a mix of mandates, taxes, and powers to control prices in the market for health care.
